Hanoi offers 70% loan interest subsidy for EV bus investments

Hanoi will subsidise up to 70% of loan interest costs for businesses investing in electric buses, charging stations, and related infrastructure as the city expands its public transport electrification programme.
The Hanoi People's Committee has issued Decision No. 71/2026/QD-UBND, dated June 19th, 2026, outlining procedures for providing interest-rate support for projects involving mass public transport infrastructure, the procurement of electric buses and other green-energy vehicles, as well as associated infrastructure such as substations, charging stations, and refuelling facilities. The decision took effect immediately upon signing.
The regulation is based on Resolution No. 37/2025/NQ-HDND, issued on September 29th, 2025, by the Hanoi People's Council, which amended and supplemented provisions of Resolution No. 07/2019/NQ-HDND to support the development of a green public transport network across the capital. The policy applies to domestic organisations and businesses that borrow funds from commercial banks or the city's Development Investment Fund to implement eligible projects. It also applies to relevant management agencies operating under the Hanoi People's Committee.
Under the regulation, project owners are entitled to State budget support covering 70% of interest payments on the full loan value. The support will remain available throughout the loan term for a maximum period of 10 years.
However, overdue or extended loans will not qualify for interest-rate support during the period of non-compliance. Project owners may receive only one loan extension, with the combined overdue or extension period not exceeding three months. Once repayments return to good standing, businesses may continue receiving support under the programme.
If a project qualifies for multiple support schemes, investors may choose the option that offers the highest level of assistance. To qualify, projects must comply with Resolution No. 37/2025/NQ-HDND, secure lawful financing, and use borrowed funds for their intended purpose. Applicants must also have signed a public bus service contract with Hanoi's Department of Construction.
V-Green, part of the Vingroup ecosystem, currently operates an EV charging network with approximately 150,000 charging points across all 34 provinces and centrally governed cities in Vietnam. The company also operates a fast-charging hub in Hanoi capable of serving multiple vehicles simultaneously.
More recently, V-Green and Hanoi Power Corporation (EVNHANOI) signed a cooperation agreement to deploy charging stations and battery-swapping cabinets across the capital, with plans to install up to 10,000 battery-swapping units for VinFast electric motorcycles. The company plans to expand its network to 500,000 charging points by 2028.
EVNHANOI is the sole state-owned electricity utility responsible for managing, operating, and distributing power throughout Hanoi, Vietnam. It is one of the primary distribution corporations under Vietnam Electricity Group (EVN)
In the public transport sector, VinBus operates electric bus services in Vietnam. By the end of 2025, approximately 2,000 VinFast electric buses were operating nationwide, including nearly 600 directly managed by VinBus.
The network serves several of the city's transport corridors and forms part of Hanoi's objective of converting 100% of its bus fleet to green energy by 2035.
