New car registration can be done online from August 1st
Bnews.vn, 19 Jul '24The issuance of the first identification licence plate and vehicle registration certificate shall be carried out no more than 2 working days from the date of receipt of the full valid documents.
The Traffic Police Department said that from August 1, Vietnamese citizens with a level 2 electronic identification account can register their vehicles for the first time with a full-round online public service for domestically manufactured and assembled vehicles.
7 steps to implement
The procedure will consist of 7 steps. In the first step, the car owner prepares the car profile; take a photo of the car (taken from the front of the car at an angle of 45 degrees, ensuring a clear view of the car design). The car owner logs in with a level 2 electronic identification account on the public service portal or on the National Identity Application (VNeID) and accurately, fully and honestly declare the prescribed contents in the vehicle registration certificate form, download photos of the vehicle according to the instructions submitted via the public service portal or VNeID.
Step 2, the car owner selects the licence plate (if there is already a licence plate or auction plate), or press the licence plate on the Public Service Portal or on VNeID.
Step 3, Public Service Gateway, VNeID announces the public service code and licence plate number issued to the car owner; instructions on paying the vehicle registration fee via phone message or email address or notification on VNeID for the car owner to pay the fee through the payment utility integrated on the public service portal, VNeID.
After successfully paying the vehicle registration fee, in step 4, Public Service Portal, VNeID informs the car owner of the completion of the fee payment.
Step 5, the vehicle registration officer receives, checks and corrects the first vehicle registration data online from the Public Service Portal, VNeID transfers to the vehicle registration and management system. Officers will print the vehicle registration certificate, vehicle registration certificate; submit it to the competent leader for approval and sign the vehicle dossier, vehicle registration certificate, vehicle registration book and related documents; stamp the vehicle dossier; sign the vehicle registration certificate number to return the vehicle registration results to the public service gate, VNeID according to regulations.
Next, the car owner receives a notification of the results of the application from the Public Service Portal of the Ministry of Public Security via phone message or email address, or notification on VNeID. The car owner resubmits the factory quality inspection form (with a copy of the machine number, the frame number stamped with the hybrid armour of the production facility) and receive the vehicle registration certificate and licence plate through the public postal service.
As a final step, the vehicle registration officer receives the factory quality inspection form to check, compare with the data on the vehicle registration and management system, sign the inspection confirmation, compare it on the scrub of the machine number and chassis number of the car to save in the vehicle registration documents; scan the scrub of the engine number, chassis number of the vehicle (scrub of the machine number, frame number pasted on the factory quality inspection form) and upload it to the vehicle registration and management system.
Just a set of documents
According to a representative of the Traffic Police Department, people submit documents online on the Public Service Portal or on VNeID; submit a factory quality inspection form when receiving results through the public postal service.
People only need to prepare a set of documents including documents of the car owner (exploited from the database through an electronic identification account), vehicle registration certificate (declaration of information online on the Public Service Portal or VNeID and documents of the vehicle (using electronic data of the registration agency, tax authorities, factory quality inspection form).
The issuance of the first vehicle identification plate and vehicle registration certificate shall be made no more than 2 working days from the date of receipt of the complete valid dossier. Re-issuance of identification plates, auction plates and vehicle registration certificates shall not exceed 7 working days from the date of receipt of complete and valid documents.
The Provincial Police Traffic Police Department registers cars, tractors, trailers, semi-trailers and vehicles with structures similar to cars of Vietnamese citizens residing in districts and cities in centrally run cities; cities, districts and towns in the province where the Traffic Police Department is located; cars registered for lottery signs to win auctions.
District-level police register cars and motorbikes of Vietnamese citizens residing in the locality, except for cases where they have decentralised registration at provincial and commune-level vehicle registration agencies.
The commune-level police where vehicles are decentralised to register vehicles carry out vehicle registration for motorcycles and motorcycles of Vietnamese citizens residing in the area.
