Pilot programme for buying and selling used cars via VNeID

Following Ha Nam, Ho Chi Minh City has begun piloting the buying and selling of used cars via VNeID.
In May 2025, the Ministry of Public Security launched a pilot programme for vehicle ownership transfer (name change) via the National Public Service Portal in Ho Chi Minh City. This allows citizens to buy and sell used cars without the need for notarisation. Previously, in early April 2025, the Ha Nam Police Department had implemented a similar pilot model through the VNeID app.
To carry out used car transactions, both the buyer and seller must hold a Level 2 VNeID digital identity account and have permanent residence in Ho Chi Minh City. This is a mandatory procedure and must be done by the legal owner. If the seller is married, the transaction must also be confirmed through the VNeID accounts of both spouses, in accordance with the 2014 Law on Marriage and Family.
Here are the steps to carry out the online vehicle sale and ownership transfer via VNeID:
Step 1:
The vehicle owner logs into the Ministry of Public Security's Public Service Portal using their Level 2 VNeID account. Then, they select the vehicle ownership transfer section and fill in details about the vehicle, any co-owner(s) (if applicable), and the buyer.
The portal will then verify the submitted information using the Traffic Police registration system and the residential database managed by the Department of Administrative Management for Social Order. Once verified, the seller confirms the information via their VNeID account.
Step 2:
If the information is valid, the portal sends the transaction details to all relevant parties' VNeID accounts for confirmation with digital signatures. If any party fails to confirm within 30 days, the transaction will be cancelled.
Step 3:
If all parties confirm, the portal sends the transaction to the vehicle registration system and the seller to proceed with revoking the old number plate (the system auto-generates the required form; no manual form-filling is necessary). The electronic tax system will automatically collect the registration tax from the buyer.
Step 4:
After the buyer completes the tax payment, the system generates a vehicle registration form and sends the result to the portal, notifying the buyer that the registration process is complete.
Since the beginning of 2025, procedures such as registering new cars or motorbikes and upgrading driving licences from B1/B2 to C1 have also been implemented online through the VNeID app and the National Public Service Portal. The Ministry of Public Security is currently developing a feature to accept international driving licence applications online, expected to launch in June 2025.
