The Ho Chi Minh City People's Committee has directed relevant departments and agencies to implement various strategies to promote electric vehicles (EVs), green transportation, and reduce environmental pollution in line with the national policy.
Key initiatives:
The Department of Transport has been tasked with reviewing and developing policies to support the transition from fossil-fuel vehicles to clean energy transportation. Based on this review, they will propose policy amendments to higher authorities.
Phase 1 (Q1-2025): Focus on supporting and promoting the development of electric buses and other public transport vehicles using green energy.
Phase 2 (Q3-2025): Expand the policy to other vehicle types, with pilot implementation in Can Gio District and several central urban districts.
In parallel, the Department of Transport will coordinate with other agencies to establish technical guidelines for designing and operating electric bus charging stations. Additionally, it will assess and propose suitable locations for installing new EV charging stations, with a deadline set for Q2-2025.
The Department of Natural Resources and Environment has been assigned to identify and publicize high-emission zones. It will also propose tax and fee policies to limit high-emission vehicles.
The city will review land-use policies to support the development of parking infrastructure and EV charging stations, with completion targeted for Q1-2025.
The Department of Industry and Trade will work with other agencies to ensure a stable electricity supply for EV transportation. Additionally, they will propose to the Ministry of Industry and Trade the establishment of electricity pricing regulations for charging stations, aiming to attract investment in EV infrastructure.
The Department of Construction has been tasked with issuing guidance to Thu Duc City and various districts regarding permits and regulations for installing EV charging infrastructure, with completion expected by Q1-2025.
The Department of Finance will explore incentive policies to encourage government agencies and public institutions to transition from fossil-fuel vehicles to electric and green transportation.
Upcoming milestone:
By late 2024, Ho Chi Minh City will launch 17 new electric bus routes, connecting directly to Metro Line 1. This marks a significant step in promoting green public transportation.
The new electric bus routes are designed to enhance connectivity between residential areas and metro stations, making commuting more convenient.
With these new routes, the city's bus network will expand to 137 routes with 2,202 buses, of which 31.3% will be powered by green energy.
