Nation eyes nickel mining boom for economic growth

Indonesia is undergoing a significant transformation in its mining sector, particularly in nickel production, with substantial downstream projects underway.
MIND ID, the state-owned mining company, is at the forefront of these developments, with plans to invest over IDR 20.6 trillion (US$ 1.3 billion) to bolster Indonesia's economic growth and establish its position as a global leader in the nickel industry.
Ambitious economic and energy goals
Hendi Prio Santoso, President Director of MIND ID, highlighted the transformative potential of these initiatives, which aim to enhance economic performance and energy independence. These efforts align with the government's vision of achieving "Golden Indonesia 2045".
He stated, "With this level of investment, we are advancing our downstream programmes, which we hope will contribute to the government's goal of achieving resilient economic growth, targeting a 6 to 8 per cent growth rate by 2025."
Strategic alignment with EV and battery trends
MIND ID's strategy leverages global trends in electric vehicle (EV) production and battery manufacturing, capitalising on Indonesia's abundant nickel reserves.
Central to this strategy are five key downstream projects scheduled for completion by 2025. These include the construction of the Rotary Kiln-Electric Furnace (RKEF) smelter for nickel production and the High-Pressure Acid Leach (HPAL) facility for essential battery materials.
The nickel project in East Halmahera is particularly noteworthy, aiming to significantly boost production capacity to 88,000 tons of nickel and 55,000 tons of Mixed Hydroxide Precipitate (MHP) annually. This development aligns with Indonesia's broader objective of increasing domestic mineral processing and reducing reliance on imports.
Expanding aluminium and coal infrastructure
Additional projects include the Smelter Grade Alumina Refinery (SGAR), targeting an output of 1 million tons of alumina, and the Aluminium Smelter Project, designed to strengthen Indonesia's aluminium supply chain. These initiatives also encompass infrastructure development for energy transport and coal production, demonstrating MIND ID's comprehensive approach to enhancing national competitiveness.
Environmental and social concerns
Despite the economic promise, concerns about the environmental and social impacts of mining persist. Critics, including Michael Reckordt and Pius Ginting from environmental organisations, have raised awareness of the adverse effects of nickel extraction on local communities and ecosystems.
Ginting noted severe air quality issues near mining operations, which disproportionately affect vulnerable groups such as children and the elderly. He emphasised that these communities often bear the consequences of climate change, exacerbated by initiatives intended to mitigate the crisis.
Reckordt commented on the geopolitical implications of critical mineral classification, referencing how global tensions, such as those involving China's mining policies, have prompted international legislative responses like the European Union's Critical Raw Materials Act.
Balancing growth and sustainability
Indonesia faces the challenge of meeting the growing demand for nickel, driven by the EV market, while protecting local ecosystems and respecting indigenous rights. Calls for Free, Prior, and Informed Consent (FPIC) for indigenous communities affected by mining projects have become increasingly urgent.
Ginting stressed the importance of including indigenous populations in decision-making processes, stating, "We hope organisations and countries involved will respect indigenous people's rights and communal lands, ensuring they are active participants in these initiatives."
The role of recycling and renewable energy
Advocates argue for enhanced recycling initiatives and the adoption of renewable energy solutions to reduce dependency on resource extraction. Improved circular economy practices, particularly in developed nations, could alleviate the pressure on communities near nickel mines.
Global nickel exploration developments
Beyond Indonesia, First Atlantic Nickel has reported significant advancements in nickel exploration through its Atlantic Nickel Project. Recent drilling activities revealed extensive mineralisation in previously unexplored areas, reinforcing the global interest in nickel resources. The promising results position First Atlantic Nickel to contribute significantly to the global nickel supply, driven by the rising demand from the EV market.

While these developments herald economic growth, ensuring equitable distribution of benefits remains critical. Collaboration among mining companies, policymakers, and environmental advocates is essential to guarantee that affected communities are active stakeholders in these transformative changes.
Indonesia is poised to become a leading player in the global nickel industry. However, achieving this status requires a commitment to sustainable development, respect for local rights, and the mitigation of environmental impacts. The dual challenge lies in leveraging the country's vast nickel reserves for economic advancement while safeguarding both people and the planet.
