Indonesia's e-two-wheeler market faces pressure as 2025 subsidies delayed

The electric two-wheeler industry in Indonesia is under pressure in 2025 due to delays in government subsidies, which have affected the market.
SRUT is a document provided by the Ministry of Transportation (Kemenhub) that serves as a vehicle birth certificate.
It also confirms that the vehicle has passed the type test according to technical specifications. SRUT is a requirement to obtain BPKB, STNK or TNKB before the electric two-wheeler can be used on the road.
"Sales realisation has not yet fully met the initial target," said Budi Setiyadi, Chairman of Aismoli.
The domestic electric two-wheeler market has been affected by the delayed implementation of government subsidies, which have been under discussion since January 2025. By the end of the year, the subsidies had not been provided.
This situation has left the public waiting for disbursement from President Prabowo Subianto and the relevant ministers. Some consumers postponed purchases while waiting for electric two-wheelers at lower prices, resulting in manufacturer stock remaining in warehouses.
Subsidy approval pending
The subsidy scheme is reportedly awaiting approval from the Coordinating Ministry for Economic Affairs (Kemenko Perekonomian). The ministry will later announce the value and timing of the electric two-wheeler subsidy.
Agus Gumiwang Kartasasmita, Minister of Industry (Menperin), stated that the subsidy could be used either in 2025 or 2026.
"The scheme is the same, but the budget isn't ours," Agus told media sources.
In 2024, the government allocated a budget for the subsidy; however, no budget will be allocated for 2025.
